People go there for job training, transfer to a university, update job skills, and continue their education.

Why aren’t you finding someone with a minimal skill set to do these things at a lower rate rather than wasting the time of one of your higher skilled workers?

I have the skills to inspect the property before you buy it and give you a quote on the repairs so you day one what you will be paying fully out of your pocket for the investment.

That was the point of my original point; each investors needs to take stock of their own knowledge, skills, abilities, and goals to find the investing style and methods that suits them.

An Architect with this local experience and skill set would easily be able to help you decide what the highest and best use for that particular property is at that size and zoning district.
