Probably because the Realtor is aware of who the lender is and the circumstances and knows that some Sub-2, or installment/assumption deal is not going to solve the problem, it takes a cash sale or a short sale or the owner needs to head toward a loan modification.

My old landlord would just peel and stick another piece of faux "tile" every time it needed it.I found some of those peel and stick laminate squares for under $20 at Big Lots.

To see if your block walls are full of water, you can drill a hole near the base into one of the "chambers" of the block (this is what the waterproofing companies will do to keep the water from filling the wall once they have installed the french drain system).
