Probably because the Realtor is aware of who the lender is and the circumstances and knows that some Sub-2, or installment/assumption deal is not going to solve the problem, it takes a cash sale or a short sale or the owner needs to head toward a loan modification.

To see if your block walls are full of water, you can drill a hole near the base into one of the "chambers" of the block (this is what the waterproofing companies will do to keep the water from filling the wall once they have installed the french drain system).

Normally, when a washer or dryer is installed in an enclosed area, such as in a closet as described in the OP, the installation instructions for those appliances will have some minimum clearances to be maintained around the unit to allow for airflow.
