You'll see on the north west side of 75215 that there is some revitalization and entertainment facilities going in the Cedars neighborhood, but that's mainly for the enormous Southside on Lamar apartments that were built sometime back for the hipster crowd.

Hopefully the property is sub-metered for electric and gas, and maybe even water/sewer, although this is less common, but a lot of times there will still be a "common" electric meter for any common area/outdoor lights and things like that. 

If you want to find the deals directly, you'll need to go out and prospect the sellers and see who would entertain an offer.
