There are very cheap ways to do both though so if you do really want to get a website, don't pay someone to set it up for you, just youtube videos on how to get one set up fairly cheaply.

The fair market rent for the area is around 850 for a two bedroom and the location is really good because of a military base less than a mile away.

If he maintains that he paid, then we will need to ask for documentation (and I suppose it is possible the seller is being dishonest).
