As a seller of property and investor why would he be encouraging more competition with his existing STVRs?

Otherwise I encourage you to continue to save as much as possible and get a job when you can to continue saving once you turn 18 you can reevaluate what you want to do and what you can do.

I would encourage you to start the process now and see what happens.

If that doesn't work you might also encourage the lien holder to write a letter to the tax authority requesting the funds.   

Not sure if inspectors are encouraged or discouraged to do the same house.But it seems the system is working like tit should: inspector, whether through prior knowledge or noticing your repair work did his job in flagging a POTENTIAL problem.
