Things were not looking that great a few days right after, I asked for instructions regarding paying the city tax, it took her months to answer that, finally I got the URL from her and saw that it was paid in December (by the previous owner), or when I asked for insurance contacts... she promise she would look for it - never got it from her. so I just let it go. as long as she takes care of the main things, that’s not a big deal, I will deal with it myself. she said she will go to take care of the sec8 and every time she said something else.

I would replace the gardner for the one property, but let the tenant know if the new rate is more then it's on them or they could move out per instructions on your lease.
