It seems the obvious way of not getting into any legal trouble is to actually buy the property, then flip.I'd say if you inform the seller and buyer of who you are and what you do, and you perform within the legalities of wholesaling, and the still work with you to close the deal, you should be successful and not have the requirements of being an agent nor having to purchase said property to make some money and sleep good at night.

based on the facts that the door price for a multifamily property in a good area in east cleveland is historically low and based on the facts that some properties can have an occupancy rate of 90% and brings monthly cashflow, this whole political thing is a debate and emotionally disturbing but i guess in 20 years the door price will surely not be anymore in those low levels.

I think the main goal for your first deal is not to make it the best investment ever, that will come later, just make sure you stick to your numbers and you wont have a problem sleeping at night.

I think that space would make more money as another sleeping area or even a game room or movie room.

Especially since a lot of the props say it's against the law to trepeess and do not disturb occupant. 

Mid to high income jobs need a place to sleep.

If you feel you need the LLC to help you sleep better at night - go for it.

I can advertise that it sleeps 10-12, but it's actually a pretty small house for that many people.
