I could just buy the note, foreclose, and re sell the property for a huge profit?

I am actually going to rehab and resell.

I just found a local portfolio lender who would likely let you do this kind of thing all in one day, but I don't know about lenders who resell their loans on the secondary market.And with my mom, I'd only get financing for 50% of the property value and I'd just tell her I'd be responsible for paying it off.

Then, hires a general contract to rehab the property to resell on the market within 12 months, does the person who bought the property have to have a contractors license even if the person hires a general contractor to rehab the property?

Buy and resell and no license is needed.

You may want to consider reselling. 

If your intent is to purchase property primarily to resell then you cannot do 1031 exchanges.  

I know that to rehab and then resell I'll need to get the liens off of title.  

Alternatively, if you have access to your MLS, you can probably get this list from there and it won't cost you a dime.I'd also recommend pulling your list through a reseller because you'll likely get a better price than you do now.
