People who see this relationship as math might not want to rent homes or apartments to others but consider other types of investments like storage units or office space.

We talked to about 30 local banks so far but they refused to grant a loan to a fresh LLC.

It had meat on the bone from an operational perspective for us to come in and re-evaluate/cut vendor contracts to immediately reduce expenses and then ample room to raise the income such as adding additional storage for tenants, charging for covered parking, and then increasing rents to market rate.

They converted basement storage to bedroom, since it had full-sized windows.

I would also consider a different asset class, like self storage or mobile home parks, that are less likely to be impacted by tenant-friendly laws.
