Most listings these days say right in the remarks "all offers must be with proof of funds/ pre approval attached".Unless you're going off market, you'll present a weak offer without funding lined up.

I personally find it the other way when viewing homes of owner/agents often overprice their homes that they live in because just like normal sellers they are emotionally attached to the home and can't look at it with neutral eyes.

Yes, on one hand it's silly since even if the house was vacant, it would still require fixing, but tenants also break things... which is why attaching my calculation to the income works for me.With my houses, I don't put Cap Ex and maintenance in separate categories.... if there is a major issue when I buy a place I just add the cost of that repair to the offer price to determine what my returns would be... as If I had a higher down payment.
