I know you do share a wall like a town home but do not have association fees.

Given the info we have so far, I am inclined to think the neighbor is the issue and the "or else something bad will happen" reply seems like a threat of taking action. 

Bring treats, let them hear your voice when you throw them over the fence, so that they'll start associating good things with you.
