(might lose to some other bidder though) as honestly they do not want the property so they will take a 3rd party bidder at a reasonable price.2.

Sometimes, depending on the state and/or the investor/lender, the minimum bid or the opening bid is lower than the reserve because, absent third party interest during the sale, that opening (and final bid) is the amount used to calculate the gross deficiency on the loan. 

On a final note, I would note that the relationship between the parties in construction is not a straightforward customer-business relationship.
