Some of those costs aren't deductible any way- closing costs, travel to obtain it ect will get rolled into your overall depreciable basis.

Not knowing many details of your current situation i would say refinance or heloc would be a good way to obtain funds for your next real estate purchase but there is also a lot to consider ..how much rent can you get from your current home, are you willing to do some repairs yourself, do you want a turnkey purchase, will you self-manage your rental..etc etc. put the numbers on paper to have a better picture.
