As far as appreciation is concerned Memphis is still a Buy and Hold Play the appreciation is not even close to what you will achieve in the Western States.

I'm literally starting from scratch so EVERYTHING is new to me from the terminology to how the game is played to....well, everything!

@Michael McDermott - No experience but I'm curious to know how this plays out as there's a house I'm looking to acquire right now that if I do I'll be challenging to the assessment too as it is significantly higher than all recent comps. 

I'm moving on but for the sake of education do I have any options at this point or would I be kicking a dead horse. 

RMs are usually dead in the water right there.  95% payoff amount plus court costs to probate an upside down property.  

As there are a ton of different wrinkles and programs, both local and federal, its tough to be a bit more focused on what could be in play. 

who has Assignment agreements for TN and can anyone one give my a play by play on were  i need 2 put my john hand cook and were the seller should put his and if i need a clause that will insure my safty

Use this as a learning experience, don't expect this to be a huge win.PS: My philosophy is if I'm going to spend money on due diligence and legal fees (since this is almost guaranteed to be a FC play) then I'd rather do it on an asset that's worth 40-50k+

Go to the Tax Assessors' website, play around with it a little by looking up properties.
