Even if you are wholesaling you need to know the potential roadblocks for completing a flip, so that you know if it will be worthwhile for a flipper to take on the job...You need to make sure the property is not in a historic district or is not landmarked, if it is, good luck trying to get permits and permission to change anything on the building.

In Boston, when I lived there you had to obtain a permit to carry pepper spray and could only carry certain blends of pepper spray.Knives are another matter entirely as they in some way more efficient lethal weapons than a gun.

Or you can find the most objectionable use allowed for the land (cell phone tower, billboard, used car lot) and do that until the neighbors pressure city hall to give you a permit for what you really want.
