I've even offered through agent advertised properties, but you'll usually get better response from FSBO. 

For their part the Federal Reserve is starting to think about maybe likely possibly coulda shoulda perhaps cut rates.

Once you have solidified your budget, I would start talking to agents and tell them what you are looking for and where, and begin to get a feel for whats available on the market.
