I don't know about you, but that sounds like business friendly government to me.I have been a little confused by the crime reports, as was eluded to earlier; because I didn't want to purchase to far away from the center city area, but that too has its draw backs as well. 

Problem is that in Riverside County, this is a "HERO" program where the government fronts the money but then imposes $30k lien on your house, collected through tax bill.  

There are many different programs and interpretations of the government requirements for federally backed loans.  

Anything vaguely resembling 30 year fixed, 'normal' interest rate, that isn't a government loan, is going to be a Fannie or Freddie loan in almost all cases.

Government intervention is keeping interest rates at historic lows.

Also keep in mind that it might open a can of worms with the neighbors and the local government if it turns out your set backs are inadequate or your house or improvements are on a neighboring lot.
