And, after that experience, a process was put in place to ensure that all tenants sign-off on the initial walk-through checklist, that all repair requests have to be submitted by email with photos, and a "tool box" is provided that contains a plunger, hair removal comb for bathtub/shower drains, instructions on how to reset the garbage disposal, etc.  

I require all adults to submit to the same screening process.

We have already submitted our plan to the city and it is ready for approval conditional on the approval of our adjacent neighbors.

Are you just looking for the basics like allowing your tenants to pay online and submit their own maintenance requests?

I have been following other videos/podcasts but most are either discuss very basic concepts or to the other extreme.

OP, I was searching youtube and their are some decent videos of prep, repaint / retain, and work involved. 

I am looking at Indiana and Michigan because that is where I grew up and I have people on the ground that I trust to help me (send videos/manage/odd jobs etc) I'm looking through different cities now and still learning the markets.
