If you don’t have means of making money you have to gamble on appreciation and should invest locally.

This is all I have been able to find and it is on the NRHA history web page - A deed transition ceremony was held May 30, 1998, for residents of Bell Diamond, a Berkley community of 74 townhomes that were built in 1973 through a pilot program between NRHA and HUD wherein residents took part in a special rent to buy program that allowed families to have a portion of their rent accumulate toward the purchase of their home.

First off, most auctions you cannot walk through before you start bidding, so it is purely gambling (unless your luck is supernatural you won't last.)

-Drive-by and Web presence is your 2 major ways of advertising.

If you think cruising around the web is enough and asking a broad range of opinions is worthless, okay, noted.

Since I have a tendency to buy and borrow more books than I read I want to take advantage of the library as well as the resources on the web.  

There are various places you can go to on the web to buy tax liens/certificates on items that did not sell at auction.

If you plan to cash purchase, there are plenty of resources online if you surf the web.
