Investing In Berkley (Norfolk)

I am looking for my next property in Hampton Roads and one of the areas I am considering is the Berkley area of Norfolk. Of course this is one of the cheaper areas in Norfolk for a number of reasons, however I think there may be value in long-term rentals if I find an attractive property at the right price. Norfolk is spending a lot of money on improving the city's infrastructure and in the long run this could raise property values, as the quality of life in many of the city's communities will improve. Does anyone own investment property in Berkley or does anyone have any thoughts on investing in this area? Thanks in advance.
