During the inspection I noticed that some toilets have constantly running water and the wall heaters were still heating despite 110 degrees outside and the evaporative cooling running full blast.

Looks like they struggle to make ends meet from the payment record, but I also know they have been begging for the toilet leak to be fixed for months so that could also be a reason for nonpayment.

That will cover new flooring throughout, new paint throughout, some electrical and plumbing repairs, new kitchen counter tops, fix or replace a few doors, and a lot of miscellaneous stuff (replace toilet(s), new door knobs, some sheetrock repair, etc, etc..
