I would approve the dog at a rent increase of $50 a month.If they don't like that, they can spend a couple thousand dollars moving to a new rental that will likely charge them market rate and reject the dog.

Account ClosedIf you're saying costs for both scenarios are equal, I'd much rather spend 10 hours in airports and planes than 40 hours on the road, an additional 2,800 miles on my odometer, and the increased risk of a traffic accident.
