Both have extremely strong job markets (I would argue some of the most stable and strongest in the nation) and both have population growth.

In order to pursue this I am looking for cities with growing populations over 10k, with an average age below 40, stable long term employers and an average household income of under $50k.

@David T.In our market we have about 45% or so of our population that rents so we dont really see a shortage of renters in our market. 

On top of a heavily blue collar population in whole.

I personally manage 100 units of similar apartments in the city of West Palm Beach, FL which has 100k population vs 20k in Gardner.

Lots of jobs had left many of those areas (especially MI and OH).A combination of above average foreclosure rates, and below average population growth have caused home prices to suffer, while rents on the other hand, have stayed close to flat.
