These are the markets that are most affected.and like in Portlandia were the new law has restriction on denying for income or criminal ( not sure the specifics) but I think your going to see a clog in the court systems or who ever takes complaints against landlord discrimination.. its those renters that will scream the loudest.

I personally don't think that if you just painted a house 2 years ago, that it needs fresh paint unless the tenant is abusing the property.
