Solar panels require little maintenance over its productive lifetime so the major cost is the upfront cost of installing the panels. 

They all unfortunately have the same product...really expensive money.

In the long run, say 5 to 10 years, return on investment will be much higher than any other investments like stock market or bank products.

That said, you can always refinance to a non FHA product and turn it into a rental...though you likely won't be in any type of instant equity position...
