They might be able to tell you just from the pictures whether or not you'd even bother with an in person inspection, i.e. if they determine the cracks are bad enough just from the pictures, they may tell you to walk away without even bothering with an in person inspection.

Artists will first move into an area because they can find lots of space cheap and they don't seem to be as bothered by crime and other problems (see SoHo in the 60s and 70s).

Usual rule is if carpet is frayed, ripped, holes, city inspector will write up repair or replace order.Otherwise let them move... don't think your gonna get ahead by putting in new carpet and charging more for rent, from them you have no guarantee they will not move out..next person might be fine with it and if it can be down for another 5 years with regular cleaning then why bother with having to move furniture, and any thing else they will complain about during install..
