Hello recently my great aunt passed about a month ago and now I wanna subject 2 it just to keep it in the family and to own my first house.

Area often get frequent highs over 100 degrees in summer and soil not the best.

It is a frequent misconception out there. 

I have an interest in property investments as it pertains to Short Term (luxury) Rentals, Subject-To, Wholesale, Buy and Holds (long term goal), as well as luxury Car Rentals.

After looking at the area I found a small new construction home listed on a 1/3 acre down the street from my subject lot.

Don't subject yourself to this unnecessarily.

Probably more uncommon than not, but something we do come across frequently.  

If your 12 lots were legal lots of record prior to the Zone Change and General Plan Amendment the City HAS to let you build on them or can be subjected to a lawsuit under the takings rule.
