A problem is these kinds of owners frequently procrastinate and won't be interested in selling until the last minute. 

If it’s a “surprise to everyone involved” then yeah, I would ask for some kind of credit, but the seller isn’t going to give you money for a new roof.

If that's the kind of document that you present with your offer, I have no idea whatsoever whether you can actually close on the property.
