Removal would heavily impact the entire grid serving no only our building but also other private and public infrastructure. 

That location is not a heavily targeted area but it should have leased by now for sure especially considering the amount of money you've put into it and the improving economy.

If your initial investment plan relied heavily on cash-out refinance, consider adjusting your approach, using alternative financing options, or delaying your BRRRR strategy until you can access the desired funds.

You still have to catch the thief, retrieve the items, and reinstall them.If it's a big risk, I would focus heavily on warning signs and neighborhood watch.

Another great one to consider (which I would heavily prioritize if I was just starting out) is the change to the down payment required for owner occupied 2-4 units.
