The link I posted to approved city regulations was removed, but it seemed to state the city fee was $2/night plus 3.5%.

That means the property has gone through a strict inspection process where they have sent their own inspector out to the home and verified the condition.

Strictly based on this argument and not the rest of it because there are plenty of rockstar wholesalers out there that are good at what they do.

Regulations on these things never get looser.

Manager just seem to only rely on the condo rules and regulations and completely ignore federal laws.

I was about to type up an unnecessarily long and convoluted definition of medium-term rental (there's not a strict legal definition or anything), but Erin Spradlin (who I can't tag for some reason. 

I purchased my own dump trailer last year that I use strictly for the smaller driveways or the extra stuff.

It isn't illegal unless it is spelled out in a regulation or law.
