Catch is, tenant has COVID and is quarantining for another week, now with gas off and no heat / stove / dryer / water heater...and I can't find a plumber who will come do the job due to holiday and/or COVID presence.

If you catch someone doing unpermitted work, you can report them and the city will intervene.

So the big 'catch' to high cash flow C- areas is they're only high cash flow if you know what you're doing.
