It's guaranteed that at least the baby daddy will live there, possibly an entire additional family.People from some cultures/ countries have no problem putting an entire family into each bedroom.As noted above, it's impossible to prove occupancy.

I am not sure if that is a norm or culture in philly, but I have proof if anything goes wrong like tenant(s) can claim that they never agree/accept to move out or they can simply pay rent again/ sure me for any damage because PM/I am not authorized to go in/clean up the property while the landlord and tenant relationship exists.

Although there is a cultural gap, the tradition here is for multi-generational family sharing of a single property - so you may have 3 generations in a T3 rather than strangers sharing.The numbers look great on this with the cash-out.
