As this is a risk for me to tie up a chance of not selling to anyone for possibly 3 years, is it possible to "tie it up" for them, but say something like "price to be determined by appraisal at end of lease, with a minimum of $215,000" is this legal, or common?

@Curt Smith Again, not an expert, but from what I've read online and in the FHA handbook, 1) you only have to owner occupy for 12 months on an FHA, but it's 24 months I believe before they will take into account the rental income, 2) like @Russell Brazil said, you can only ever have 1 FHA at a time, and 3) the 100 mile rule is still in play even after 2 years of owner occupancy if you're moving from one place to another and still holding on to the first as an investment.

I'm not sure if this would help but I am the owner of her officialDeath Certificate and in the (Informants Name) box my name is on it, I was the one who paid for her cremation and did all the legal papers after she died and I was the one who she left her Life Insurance Policy to as well as I am her 401K Beneficiary...

I'm not a Lawyer, and this is not to be interpreted as legal advice, however, here is what I see has happened:1 - Faulty Option contract made worse by Owner's actions: Somehow, even after the contract to buy has come and GONE (my math says 2007 + 5 years doesn't include year 2018), the tenant buyer has been allowed to continue to make (and have accepted...BIG problem) payments on the Buy Contract.
