The strategy you use, must fit the market and is applied to the specific property within that market...at that particular time. 

You should check with a title attorney to be sure as laws are always subject to change, however, I believe this first right of refusal only applies to Baltimore City, not the County: Under Code §6-1, before title to any single-family residential rental property is voluntarily transferred, the tenant of that property shall have the opportunity to purchase the property on terms considered reasonable in the residential real estate market.I would advise him to give the tenants notice, move them out, take care of deferred maintenance, paint/carpet and sell the properties vacant.

In other words,  would I be eligible for applying for 4 additional conventional loans in the future by doing so?   

@Cody McVayI feel that with the current costs of materials that method doesn’t apply as well and could screw someone over if they don’t know what they are doing.

We haven’t discussed if the lease payments would be applied to the principal or not.

I'd start the eviction process and advise your tenet to apply for section 8 if she can't find a place to take her in, due to her credit score.

She applied for a refinance which will save her a lot of money and got denied because her HR department would not sign a guaranteed amount of work hours as she has MS and can call in whenever she likes. 

The  'as is' does not apply in this case as it wasn't in this condition when the offer was accepted.
