As long as there is no "healthcare" being provided (medicine, baths, etc) then it's not regulated by the department of health.

They do this by the Scope of Work with Budget being provided to them. 

Well if you provide more you simply negotiate, Yes its sad that so many are handed deals on a silver platter and do nothing, 

I am a realtor and wholesaler, and I get some buyers looking for owner financing, some sellers need/prefer getting cashed out and there are some lenders I work with who can provide the financing however they run out of funds sometimes.

So I try to thank them every time for providing information I would have to pay for, if I knew who to ask and who to trust.

Then there’s fraud or misrepresentation, where borrowers inflate project values or provide false documentation.

Again, this is only based on info you provided so there could be a lot more to the story for the good or bad but I can only comment on what was provided. not sure many are thinking rates are going to drop much in the next year.. seems like one would want to know how much they need to drop to see if the plan will work before putting good money after bad.

An other advantage of paying with credit card may be that you will not have to send the provider a 1098 tax form (only an issue if the total yearly amount is over $800).
