A great photographer and stager will make a crappy property look amazing :) plus you can never gauge the neighborhood unless you know the area like the back of your hand. 

I've also talked to Newark RE veterans like @Ibrahim Hughes about rent control and he's never really come across problems with it (Ill let him reply if anything has changed!)
