The unit is also old (about a hundred years) and although I just refinished the floors and did fresh paint throughout, it's never going to have the feel of a new-construction building where tenants expect granite or Corian as part of their "luxury" kitchen.

Truly smooth walls are much more expensive, and are highly desirable in luxury homes here in southern California.

For example, if you or an investor you are working with has unlimited amounts of funds available and you want to do an extremely luxurious condo from the ground up, then maybe Dubai is a good choice for you.

Stay in the higher rent levels but avoid luxury or executive homes.

Hardly anyone is goofy enough to buy 5 house on one lot or an old motor lodge.

They need to screen better and I prefer luxury vinyl plank flooring. 

One has to actually put in the effort and start to free up some time in order to hangout in the places where foreign investors, who are often luxury buyers tend to be in.

However I own quite a few rentals and LVP (Luxury Vinyl Planks) is the way to go for us.
