I’m guessing you somehow didn’t know your house was in an hoa?

I guess what I'm saying is CYA! 

I guess just getting my feet moving is the point so however I do that is ok.

My first guess is that the alternative is "estimated" in cases where the meter couldn't be read for some reason.I live out of town but just had a friend go in and confirm that the water is off inside and there's no sign of a leak.

I guess how you define house hack would give clarity as to what direction you need to go.

I guess it is just a matter of finding what fits one's individual investment strategy, and what kind of cash flow is acceptable.
