The common alternative, assuming the price will appraise, is to offer a higher price and have the seller cover part of your closing costs.

Appraised value is $125k and only expected to rise based on area.

The appraisal I got said that only 50% of the duplex would be able to be rebuilt, but according to my lender to obtain a FHA loan 100% of the duplex will need to be rebuilt within the same zone.
