I am just a beginner at everything and I just would like to know if there are any books, videos, podcasts, etc. that I might have skipped over in Bigger Pockets that would benefit me on strategizing and knowing what to do when the market goes up, and when the market goes down.

I'm not sure about the Hampton Roads area, but have heard from some real state agents that areas such as Sandston and Highland Springs in Richmond seems to be pretty popular buy and hold locations, but of course this is not advice, do your own due diligence on the area and home before buying.
