It's not all that bad but be prepared to boot up and man up (not trying to sound fake but it's the truth) and you will be fine. 

And yeah if you don’t intend to occupy it then you shouldn’t do the FHA loan but if you do and then something genuinely changes and you move to CA before a year is up you should be fine.

So if this is just sort of an investment and if it dies "who cares on to the next" then fine play around all you want.

Do you get fined for putting them out?

The tenants already understood that utilities are based on their usage, not the landlords, so they were fine with the fee.  

It’s worked out fine but what we end up doing is giving guests 2 codes...one that we know works and one that we recently inputted.

If they accept, fine.

If it's your money to be charitable with, that's fine.
