The bubble effect that I am referring to is evidenced by the fact that prices have gone up in virtually all markets in the past 3 years – along with rents.

So I cannot fathom "virtual" wholesaling.However, I know a guy who does it with a well-established relationship with an inspector (contractor) that sends a standardized report with a full set of photos to him and he makes remote offers.  

Virtually all parties involve, with the exception of us, considered this a valid "burn down" or "build back" letter.

I've already used plywood and OSB but both are now warped and virtually rotten.

I am looking to start my first deal soon and would ideally like some tips whether it be virtually or locally.

There is a ton of resources in BP and answers to virtually every question you may have.
