The typical holes punched in walls and doors and floors ruined.

I will list the numbers at the end of this post for any who are interested and are willing to poke more holes and tell me what else to look for next time or what not to do.

But this is you trying to get feedback on analysis, not really looking to buy this property with your money burning a hole in your pocket, so I'll skip most of my usual line.I'm coming at this as a local investor in western PA with a portfolio largely consisting of SFR acquired below this price level, at about this age.

I have a list here from the building inspector and all of these violations we created and then reported by the Tennant; some examples: Holes in the wall, basement door blocked by debris, smoke and Corbin detectors removed, broken window, etc.

Cut a tiny hole and see if there either wall is insulated? 

When you have a lender you have dealt with and understand their underwriting guidelines better, you can start looking for deals that will not pigeon hole you with DTI problem. 

Or is it full the holes and put a coat of paint on it?
