@Russell Brazil Are you referring to ease of access in finding lenders (internet, forums like BP etc), or can you expand on that?

The rent includes everything except for electric, cable tv or internet and whatever other utilities are available.

If the existing layout works for you and the prospective tenants I would stick to what the city has approved and not convert it back to one unit. 

We know we’ll need to furnish it as well as supply cable and internet, and that we’ll have to find a service to “flip” it between a guests.

Basically how does anyone offering public wifi deal with people who are almost certainly eventually going to do something wrong with the internet?

I've created separate portions of the unit layout to capture what the landlord says the rents are currently collecting, and what I believe is more appropriate for the market, especially after a rehab/cleanup. 

Without seeing what the property layout looks like (1600 sqft), what do you think is a reasonable figure to have in my reserve budget assuming mold problem is everywhere?

They do give you a 7-day time frame to remove your illegal listing from the internet before the fines kick in.
