Thanks for your responses @John A Murray and @Lynnette E.Lynnette, I've thought about the the neighborhood meeting, but my thought is that if someone is closed off enough that they won't even answer their door for a neighbor, they certainly won't go to a meeting where they would potentially interact with many people who they don't know or trust.
