Getting in Contact with Neighbors

Hi Everyone!

Does anyone have any tips for contacting neighbors who won't answer their door or respond to a Nextdoor post? Perhaps a way to get their cell phone number?

I have drafted an amendment to our CC&R's that will allow my to build an ADU (accessory dwelling unit) on some property I own. I have the signatures of about 50% of the neighbors, but I need 75% for the amendment to be valid. Unfortunately I'm down to those neighbors who are very difficult to contact.

I'm doing business in Boise, ID.
