The law states that Public housing landlords rents can not be capped or lowered because of shortfalls in the funding of the public housing Administrators.

You can not do this at all.In order to hold yourself out to the public and collect a fee as a Mortgage Broker you need a license.  

Each state is different but typically a contractor, certainly a roofing contractor, must hold a state license in order to provide this type of service to the public.

The entirety of the loan would be behind closed doors and privately written from parents to kids - and there is no legal requirement to record the loan publicly anywhere.

On the other side of the coin during that period I was working for a publicly traded company.  

First, each property needs a Landlord  policy(LP), which provides fire, protects the lender from loss and you from public liability (some up to 1mill ).Second, an umbrella policy adds protection on and above the LP.I hand each tenant a copy of Renters Insurance so they can protect themselves.

The property then goes on public auction.
