I always thought gas was better for the reasons you listed, but then found that with a Section 8 rental it was seen as a negative by many, because it was an extra upfront deposit that the renter had to pay.

Some areas damaged meters fall on whom ever the bill is in and they have to pay for damaged meter and if it happens again they also raise the deposit way up if I think awhile I could recall several other ideas I used the cigarettes and several bottles of booze method to get someone to convince a few to leave for greener pastures.
