However Water and sewer will come back to bite you when the tenants have a leak and they "forget " to tell you about it. 

Tenants have no incentives to fix leaks if the park is paying the bill. 

Many of these had leaking underground storage tanks which will subject you and your lender to environmental liability if not cleaned up.

Not only does the bowl get etched and stained over time, but the guts wear out, leak, don't flush properly, etc. 

Plan to offer two prices : one with owner doing all oil to gas conversion; the other buyer will do the job as long as soil is good and tank not leaking.
