From what you are saying it sounds like hundreds of people have driven in and out of that lot over two years and nobody had similar issues, which leads me to believe it is not your issue. 

If you plan on painting a few projects a year and looking to do this on future projects, the extra few hundred dollars for a commercial sprayer will amortize out in the long run. 

I bought my first duplex a few years ago with a FHA loan and house hacked for about 6 months then moved out and both sides are rented and it cashflows a few hundred dollars per month.

@John Chace I am a banker so not an expert in your area, however I close 3-5 MF per mo, here in Chicago aeaa I sent my clients to the only realtor I know she specializes in MF, she had closed hundreds by now.

I find that some of the biggest HM lenders here in Houston are also the local Homevestor franchise operators, and so they have a done hundreds of their own deals, maybe up in the thousands even, and they have strong insights and nobody will know your market better. 

It is so much more in depth than that and overall stats in a market of hundreds of thousands of people isn't going to apply in all submarkets of that market.  

Right, they might be bummed about having to wait to get paid but the delayed gratification can net them, in your case, hundreds of thousands of dollars.  

I spoke with a lawyer who confirmed with Indy zoning that we should pull structural permits (few hundred $$) and  file for change of use.
